Urban policies in Arab cities suffer from a complex crisis that has been aggravated by random policies and the absence of a political will to resolve it. This study sheds light on the aspects of this crisis at two levels: chaotic urbanization crisis and the structural crisis arising from the weakness of economic performance and slowness of reforms implementation.

It also discusses the phenomenon of marginalization that has numerous features and factors in the Arab world, and divides into institutional, legal, cultural and behavioral, as well as principal policies that contribute to inculcating authoritarian values in Arab cities, mainly the absence of social inclusion and framing policies.
